So what exactly did the Germans think would happen if they started another war in Europe?

WWI was a disaster for them and they ended up with huge penalties and debt. Then they started a war AGAIN and got completely annihilated and ended up divided into two nations. Then they started wondering why every country in Europe started arming themselves to the teeth to defend against them.
