Why does chambers make you wait 30 minutes before posting again?

I spend a lot of time reading this sub and I like looking at all the different comments, so I guess chambers doesn't like me making new threads because I'm trying to do it again and it says I need to wait 30 minutes before posting again. Is this because people are spamming the site with their own threads and they can't have everyone posting their own threads or else the site will get clogged up? That makes sense to me.
