Has anyone noticed that what you pay for the grocery store is not what you're buying?

I may be over exaggerating this but I've noticed that when I buy hash browns what I'm actually buying is frozen
water, and almost no potatoes. I'll say that probably a third of the hash browns are frozen water, and I have to squeeze it out. Like I'll put it in a kitchen towel and squeeze it to what I actually bought (hash browns). I'll even say that some times its worse than that, I'll buy a bag and the entire thing will be frozen water. That means that if I want hash browns, I have to buy two bags of them as the first will be mostly frozen water. I don't remember this happening before, so did I just not notice, or are hash browns being packed with water so hash browns can sell for more as they have to move more product of hash browns, but almost half of what they're selling is water.

I also noticed this in frozen chicken breasts, if you buy a 5 pack, one of them will be frozen water.
