Why do I need to work 40 hours a week to afford uni?

I thought the point of the student loan system was to allow you to attend university without breaking a sweat (financially at least).<br><br>It feels like the university fees and my student finance barely cover my rent, let alone any other bills I have. The only way my budget seems to stay balanced is by working 40 hours a week and putting in a few shifts to work.<br><br>Why is this? Do most students still work full time, even in the UK where fees aren't that expensive?<br><br>Also, the way the system works is ridiculous! You get your student loan, then pay rent for the entire year. I was able to get a refund on the semester for this year, but I was expecting an early payment for January (to rent). Instead I was told to work to cover the rent that I'm paying on rent still!
