So is breeding considered child abuse?

I watched a video where a guy explained it can be considered physical abuse when a person wants to conceive a child in order to abuse it. He said that he would love to abuse a child as he doesn't care who he hurts. However, he does not want to conceive a child just so he could abuse it, but he hopes that he will abuse his future child since he wants one.<br><br>He is very open about his sexuality and prefers kids more than adults. It's definitely the weirdest thing I've ever encountered.
