My friend of 12 years is a police dispatcher, I only know what he tells me but I thought I'd share so you can think about it. Why I don't know if it's true or not.

He told me that every 3 or so months they have to do a check to see if police officers are acting properly and following procedure. This is done by an anonymous caller who calls 911 then doesn't say anything on the phone.

The officers are.supposed to be trained to retrace their steps until they find the caller who hung up after calling 911. They have to knock on doors to be sure. The point of the test is to make sure the officers can find a caller in an emergency

He told me several stories of this testing:

One: Police officers were tested and couldn't find the caller, even though they knew they were being tested. They just drove up and down the road looking for someone standing outside with their phone. They ended up seeking out some random person on the street to ask questions. They never found the caller.

Two: The police officers who were tested were placed on probation, until they could pass the test. Even though the police force knew they were testing the officers they still can't find the caller, after days of trying to find them.

Three: The police department got a tip that the police officers were being tested, so they hired their own people to test the police officers. They could locate the police officers by GPS device, and could see where they were searching for the caller. The police officers had to call the dispatcher to get help to find the caller, because they couldn't find them. The dispatcher helped the police officers where they were located and where to look for the caller. This helped the police officers pass the test, and they were able to find the caller every time. This test has been used for the past 10 years.

Four: The police officers had so much trouble finding the caller after being tested for 2 months, that they had to stop the test. The callers were located, by citizens who saw them standing on their front porch. 90% of the tests failed, and the police officers were placed on probation, until they could pass the test.

Five: A police officer failed the test several times, and had to ask permission to go to the bathroom, or to get something to eat. The officer didn't want to leave his post because he might not be able to find his way back to were he was at, when the call came in. There was a case where an officer couldn't find his vehicle, because he left his post to get something to eat. He ask the dispatcher to help him find his vehicle. The test were stopped because of the danger of the police officers getting lost on the road. Some police officers couldn't find their way back to the police station, if they were to far away. The dispatchers would have to tell them how to get back to the station, because they didn't know their way back home.

Six: A police officer who had been with the force for 30 years, got lost driving back to the station, and had to call the dispatcher to help him find his way back. He had been with the police force for 30 years, but could still not find his way back to the station. He almost had a car accident, because he took a chance and turned down a street that he thought would take him to the police station. The dispatcher told him it was the wrong street turn around and come back to the main street. 75% of the police station got lost trying to get back to the station.

Seven: The dispatchers were tested to see if they could find the police officers, if they got lost while on patrol. The dispatchers were given a simulator test of where the police car was located, and they were able to tell the police car, where they were located, and how to get back to the police station. The dispatchers were able to tell the police officers how to get back on the main street, and how to find their way back to the station. The dispatchers were correct 90% of the time.

Eight: In some cases the police officers were given GPS devices in their cars, so they could find their way back to the station. The GPS device was programmed to take the police officers back to the station, by taking the main roads. The dispatchers would set the GPS device so that the police officers couldn't get lost. Some police officers had so much trouble finding their way back, that they had to be escorted back to the police station.

Nine: Some police officers were given a map to find their way back to the station. They were given directions on how to find their way back, but still they got lost. The police officers would call the dispatcher to find out where they were at, and how to get back. The dispatcher would have to walk them back to the station by giving them directions. Some police officers couldn't even read a map. They couldn't find the streets, that they were on to get back to the station.

Ten: The test were stopped, the police officers were placed on desk duty because it was to dangerous to have them on the road. They were still given test, to see if they could find the station from certain points in the city. They were given GPS devices and dispatchers walked them through the streets. They were given maps of the streets, and still they couldn't find their way back to the station. They were given street signs, and they still couldn't find their way back. The police officers who had been with the force for 20 years, 30 years, and 40 years, still couldn't find their way back. Only 6% of the test were passed, and that was because they had been patrolling those streets for 10-20 years. It was like they lost their sense of direction, or they were so dependent on the GPS device that the couldn't find their way back without it.

Eleven: The police officers were tested to see if they could follow procedure. The test showed that the police officers couldn't follow procedure on an emergency call. It showed that 90% of the police officers couldn't follow the book, to save their life. 80% of the test failed because they couldn't even follow the test procedures. The failed the simplest of test, that showed they couldn't follow procedure, and couldn't find their way back to the station. The police officers were placed on desk duty, and had to be retrained. A lot of police officers quit because, they were humiliated that they couldn't pass such a simple test.

Twelve: Several police stations took the test, to see if it was just a one time problem, or does it happen everywhere. It turned out that every police station had the same problem, and the test showed that all police officers had the same problems. They couldn't find their way back to the station, and they couldn't follow procedure. The test were stopped throughout the country, police officers were placed on desk duty, and they had to be retrained.Almost every police station had to be retrained, because they couldn't find their way back to the station, or follow procedure.
