What exactly is the relationship between the Consumer Price Index (CPI) and the behavior of the Fed?

I want to know when we can expect interest rates to go down based on CPI data. Unfortunately, the Fed’s communications have been opaque, so I’m trying to understand behaviorial how the Fed makes decisions on interest rates.
