I'm not a developer but we are trying to make some cost savings for our company. I'm not sure how to find a developer that fits our cost structure.

Hi, I work for a global company and have tried multiple times to build an online project for our company.
We approached many developers but they charge way more than what we're willing to afford. We did some research and think we can find someone at a lower cost. I was hoping to get some guidance on how to find a candidate. I'm not a developer but I'm excited to work on this project. I also have a budget constraint.
Our budget is more than 5k per month. We're looking for a full time developer.
We're looking for someone who is a full stack developer with web3 skills (what does that mean?).
The project seems relatively simple. I'm not sure what the skillset would be for this.
The project seems to be a relatively simple website so I'm not sure why the developers are overcharging us. it's a website with a login (no social media login) that only allows invites. It should be connected to metamask as well. I have some questions on how to find the right person that will be affordable for us.
What skills should I be looking for? I've already had multiple developers apply for our job. I'm not sure how to distinguish between the candidates. Is there any way to tell if someone is capable for the job?
How do I find the right candidate? Is there a way to post ads on a website to find the right person? Do people typically ask for referrals? Is it better to reach out to a larger company or a smaller company?
What questions should I be asking to figure out if someone is the right person for us?
I'm not sure if I should need to adjust our scope. Is it possible that we're asking for something too difficult to develop?
How long should something like this take to build?
How long is the onboarding process for a developer?
Can you give me any tips on how to build a positive working relationship?
I'd love to hear if you have any advice to share.
