Why are the Chinese collaborating with the CCP to create decades of underemployment in the service sector?

Motivation to create and work in the service sector as opposed to other sectors depends on wages. If wages in the service sector are low, there is no motivation to enter that part of the workforce, and therefore it will never happen. The opposite is true if wages are high. Therefore, why are the Chinese collaborating with the CCP to create high wages in the service sector and decades of underemployment in the service sector (by lowering quality of life, education, and skill level of the service industry workforce, thereby lowering productivity of the workforce and making productivity growth slower)?<br><br>Edit: I don't think I was clear. Why would the CCP do this, and why would the Chinese allow them to do it?
