Why is minimum wage for tipped employees (restaurant, bar, etc) lower than the standard minimum wage?

I realize that they can be paid more by the employer if they don't receive enough tips to make standard minimum wage. But even so, that doesn't seem to be respected very often. <br><br>Why is it legal to pay tipped employees lower than minimum wage to begin with when they're often required to tip busboys, bartenders, etc.?
