Why can't the people who write the questions on my weekly English assignments write like normal people?

Every week I get these assignments that have multiple choice and short answer questions, and the questions all look like this:

"The penguin jumped over the ice. How did its actions cause the boy to feel?"

"What is the tone of the passage?"

"Why did the rabbit decide to go to the river?"

And the questions always look like that, with the answers always being something like "Happy" or "Sad" or "Excited". So why can't the questions just look like this:

"What did the penguin do?"

"Does the passage seem to be happy, sad, or excited?"

"Why did the rabbit go to the river?"

And the answers would still be something like "It jumped over the ice," "It seems happy," and "I don't know, why?" So why do they write it the other way?

Also, the passages always seem to have the name "Jesse" "Maddie" "Michael" "Mr. Smith" or "Ms. Flanders," shown in bold and a slightly bigger font than the rest of the passage. Why is that? And why do they always write it in the style of an 8th grader, even if it's 8th grade English?
