What is the best method to create a fictional country? Is there a specific order in which to create it?

I'm currently working on a fantasy world. Unfortunately, I'm currently stuck on a fictional country. This is because every time I start, I'm not sure where to start. I don't know what to start with, and in what order.<br><br>I try to start with culture, then politics, then I change something in politics, which affects culture. Then I suddenly wonder what religion and language they speak. I don't know where to start, and especially in what order. What is the best approach for creating a country?
