Is Just War Theory a dangerous concept?

It seems to me like the concept of just war theory consists of a system of rules to be used by governments and other parties to justify war under any circumstance. I find this to be extremely dangerous and misguided. <br><br>How can war ever be morally justified, when it seems that killing innocent civilians is always the outcome of war? <br><br>It seems to me like "just war theory" is a veil used to justify destructive and immoral actions (killing innocent civilians) by governments and other parties.
