Has anyone else ever said “hi” to a standing person and they didn’t respond?

A couple years ago, I’m sitting in my jeep, and I can see a man standing at the end of the street, about 40-50ft away from me (the distance between two houses). I’m looking at my phone so I look up and there’s a guy, just standing there. I thought it was weird and kept glancing at him. So I said “hi” as he was still just standing there and even still, he didn’t say anything or even look my way. I was so creeped out.
