Is this normal?

I’m a para at a high school and today we got out at 2:30, but the buses didn’t come until 3:30. During the 30 minutes of dismissal, I went to the bathroom because I don’t like to go during class. I saw 6 students in the stall. I’m not sure, but I’m guessing they were high on something because they were laughing hysterically and when I left I heard something shatter. I told the principal, but he didn’t seem to care at all. I’m genuinely concerned for the students and would like to know if this is a normal occurrence. Am I being too sensitive or should I take this higher up?
