Tech idea for new app: Virtual city where people can play their own personal video games

Title says it all. <br><br>Imagine a virtual city where people could interact with others, create their own personal "video games" and share them with other people. <br>This city would have its own laws, politics, and everything. <br><br>The goal is to get people to interact with each other in these virtual plazas where people can have their own "games" to play, sort of like "arcades." <br>For example, a group of people could create an RPG game based on some movie like lord of the rings or star wars, and players could choose what characters they want to play and play out the story together in real life. <br><br>This all just an idea, plz steal it :)
