What is the origin of the phrase "fancy meeting you here"?

I was watching the movie Kung Fu Panda yesterday and the villain says it to the mentor. I was wondering why that phrase is used and who started it. It just feels reeeeally out of place to be used in a movie about kung fu animals in China.<br><br>It's just so... generic.
