Why do I have to give my students "choices" in everything?

I get it, give students choices in things like "How do you want to show you know this material?" because it allows them to express themselves. However, I get constant feedback from our curriculum department that I should be giving students choices in as many things as possible. The example they gave for our grade level was "Do you want to do this worksheet on the paper we gave you or on this identical worksheet that we printed on rainbows and unicorns paper?" or "Do you want to do this assignment in pencil or pen?" Because giving them the choice between blue and black pen "gives them a voice." I also got feedback that since we give them a word search with 5 terms as a vocabulary "choice" for my kids, that I should let them pick which terms are on the word search.

More recently I was told that kids should have a choice between listening to lecture on audio or video. I felt like that was an accessibility thing, not a "giving them a voice" thing... is it not? Doesn't giving them a choice mean you are deciding which options they have? I'm not following this logic, but our admin seems to love it.
