How does the average person afford to live in Tokyo?

I know I’ve heard stories of Tokyo being crazy expensive. Rent is super high, food is expensive, housing is small. But I also know the average person in Japan makes a decent amount of money. How do they afford to live in Tokyo? Is it a struggle or is it the same as any typical city?
