Why wasn't Italy the one to Industrialize first in Europe?

Italy had made leaps and bounds in the renaissance and seemed to have made the greatest advancements in it. Why wasn't it Italy to harness the power of steam and make the first trains? Why was it not Italy to eventually make the light bulb? It seems like if anyone was to push the Industrial Revolution, it would be them.
