Police body cams are hardcoded to constantly record, even when the officer turns it off.

I just recently looked into how police body cams work, and there are many hardcoded features that record everything, including the officer. There is even a feature called "pre-buffering" where the camera constantly records 30 seconds to 2 minutes hardcoded in the camera, constantly recording and erasing until the officer manually presses the record button. This means that the police officer can't even hear a victim or perpetrator say something without it being recorded. The officer must manually turn it off, and even then it keeps recording the audio for a period of time, even though the officer may not know it. There is also an option for the police department to keep all recordings private until the officer manually records something, then the camera automatically records for a certain amount of hardcoded time, like 15 minutes. Why isn't this type of camera required on all police officers, especially if they can record people who haven't done anything wrong yet? Why is this never reported by the media?
