So, here's my proposal.<br><br>First, keep Medicare rather than scrap it for Medicare for All.<br><br>Second, make the Medicare system more free-market as follows:<br><br>* Expand Medicare to allow anyone to buy in, including those with employer-based insurance.<br>* Make the Medicare premium tax deductible, and allow Medicare premiums to also be paid with HSA money.<br><br>Third, add in elements of bipartisan compromise health care reform bills by allowing Medicare to negotiate pharmaceutical prices and increasing the visibility of treatment cost.<br><br>* Allow Medicare to negotiate drug prices. <br>* Require all medical providers to be transparent about the cost of their services, and provide estimates of the cost of services for all patients.<br><br>Fourth, add in amplifying health care reform elements amplifying free-market choice.<br><br>* Make all HSA money inheritable. <br>* Allow any Medicare-qualified health care plan to be used for HSAs. <br>* Allow people to buy HSAs as part of their Medicare supplemental plans. <br>* Encourage doctors to bypass insurance companies and provide cash discounts by ensuring that patients can use HSA money for cash pay visits.<br><br>Fifth, phase in some Medicare for All elements to create a glide path to Medicare for All.<br><br>* Change the Medicare Additional Tax (MAT) so that it applies to all income except for tax-exempt income. <br>* Change the Medicare Tax so that it is 3% on income above $400,000. <br>* Change the Medicare premium surcharge so that it is 5% on income above $750,000. <br>* Make Medicare fully paid if you have paid Medicare taxes for 30 years. <br>* Reduce the age for Medicare eligibility to 60 if you have paid Medicare taxes for 30 years.
