NFA tax stamp

I know I’ve asked this before but I want to know if it’s actually true. Does the government actually get a tax revenue from all these tax stamps they issue? Or does the revenue just go to pay government employees to process this paperwork? I would bet it’s the latter and the government actually loses money in regards to processing these stamps.
