If 100% of the tax money taken in by the government is redistributed through social programs, why are there still homeless people?

I remember seeing a tweet that said something like "People want to defund the police but the government still can't manage to house our homeless. Yet that's a big reason why people want to defund the police."<br><br>I can't help but wonder, if 100% of tax money collected is redistributed through the government, why are people still homeless? <br><br>This might be a dumb question and I'm sorry if it is. I just don't understand why people don't have access to basic resources like shelter when the government should have enough money to provide shelter for everyone.
