How are there still people saying it's ok to speak Japanese?

When out and about, as a resident in Japan, the last thing I want to see is some uneducated tourist thinking that it's ok to approach Japanese girls on the street or try to speak to them in Japanese. I can't believe how oblivious some tourists are. They're so happy to discover a 'kawaii' Japanese girl on the street.
