Is it immoral to not help starving children in Africa?

I've heard the common example where you are walking through the park, and you see a kid drowning in a lake that you could easily save. But, in doing so, you would get your clothes wet, ruining them.<br><br>Then, there's starving children in Africa; you could help them, but you'd have to give up some money.<br><br>I know this isn't a new topic, but what exactly is the answer here philosophically? Is it wrong to not save the kid, even if you'd have to give up some money/value to save the kid? If it's wrong, should we all give ALL of our money to charity and live on the streets? If it's not wrong, then is it okay to not help starving kids? <br><br>My gut feeling is to say yes, it is completely wrong to not save the kid in both instances. However, if we take it to the logical conclusion, should we not give away everything and live on the streets? And even if we did that, there will still be starving kids in Africa that need help.<br><br>I really can't wrap my head around this, because on one hand I think it is wrong, but on the other hand I don't think giving away all my money and living on the streets is right either.
