Why do men think it's okay to approach a breastfeeding mom and stare at her boobs?

This has happened to me a few times before my baby was 3 months old and may happen again. I was breastfeeding in a public place with a blanket covering my shoulder and breast during the act of feeding. I have full breasts and was engorged when my baby was less than 3 months old, so of course men can see that I have breasts.

Every time this happened, the man was of color, mostly black men and maybe an Arabic man, but I'm not sure what ethnicity. I don't think it has anything to do with race. Maybe, just maybe, it is a cultural thing or just a poorly raised male or sexual deviant. I've never been approached by a white or Latino man in such a way.

I was in a middle class restaurant near the coast in a moderately populated area by the coast. I was with my boyfriend who has a beard and tattoos. I was also in a mall in a more affluent area in the middle of the day. This area is more diverse than the coastal area. I was alone, without my boyfriend this time. I think it's safe to say that this was not a "trashy" part of town.

The man would approach me and stare at my chest, saying nothing. A couple of times, I was on my phone while feeding and they would shake their head at me. Once, a man just sat in the booth across from me and stared. I moved to another booth. A starer followed me and sat down across from me in my new booth. I moved again and the starer followed me. I got up and rushed out of the restaurant and called the police.

My boyfriend thinks this is hilarious and has never experienced this sort of thing before. He thinks it's funny that men think they have a right to stare at my breasts if I am freely showing them without a shirt. But, I have a baby covering my breast and there is a blanket there! Am I overreacting?
