Would you consider sexual touching of a child to be abuse?

This topic recently came up on r/relationships where the abuse was committed by a man. Some users argued that sexual touching of a child wouldn't be abuse because "he's the victim and needs help too" and that it's just as "abhorrent to designate any sexual action done to a man by a woman to be inherently not abusive". I think that's crazy.
