iPhone app that makes it impossible to ignore a text message

A blank white app that pops up on the screen, they have to respond to a text message that they're ignoring before it will go away. It also doesn't allow them to close it and then sends gps data on the phone to the sender of the text message so they know exactly where the person trying to ignore said message is.
