Just had a very strange experience at the Cologne (Germany) Hauptbahnhof train station

Flew from the US to Düsseldorf in the morning. Trained from Düsseldorf to Cologne, and had to stop for half a day before continuing on.

I had planned on stashing my luggage at the baggage storage at the Hauptbahnhof for half a day, which costs 4€ per bag. As I was getting my bags out of the station, a man approached me and asked if I had any luggage needing to be stored and “had connections here to get me a good price”. I said I needed to store 2 bags, and he said it was 1€ per bag, no matter the size.

I thought it was a good deal and assumed that he was connected with the station, or perhaps a baggage attendant. I was tired from the 9 hour flight, but he seemed legit and did not act suspiciously. I gave him my contact information and told him that I would text him when I wanted him to come back, since I had no phone service (Cell phone did not have international data).

He took both of my bags and disappeared. I went on to enjoy my half day. A few hours later, I texted him and he showed up five minutes later, right where we had agreed to meet. I paid him 2€ and he left. I had no problems with either bag and it was an excellent deal.

While I was a bit leery of giving my contact information over, what are the chances that this guy was connected with the actual train station? What would be the “connection” that he had that allowed him to sell such a deep discount on “official” station baggage storage?

He looked like a baggage attendant. But how would I know if his credentials were legit? I looked, and his credentials weren’t anything official. (I don’t speak German)

I am still trying to figure out if this was legit or not.
