I have a weird issue with the plumbing in my uni flat

I live in a pretty new halls of residence at my uni, and they've not really had many problems. One that's been an issue for me is the plumbing in the shower in my bathroom. It's a communal one, with 4 stalls. When you're in there, probably about 30% of the time the hot water cuts out and the pressure reduces. It's not a huge problem, but I do want to help them fix this issue, as I'm not sure why it's happening.

There are some weird things about it though. The hot water cuts are not in relation to the water temperature. Looking at the pipes in the ceiling I can't see any valves, which I would think would cause this issue. The hot water cuts out as the water pressure reduces, which isn't something that would happen naturally as far as I know.

I'm going to ask building management today, but is there a possibility it's not a plumbing issue? Like, could someone be behind it or something?
