I don't know how to help my students with special needs

I teach in an American school in South America. I have a lot of experience teaching all kinds of special needs. I have 4 students in my grade level with special needs. The problem is they don't have official diagnoses or IEPs. They don't have any extra support. I've been trying hard to make modifications for them and reach out to their parents about trying to get the kids extra support but nothing seems to be working. <br><br>I'm feeling really overwhelmed helping them on top of everything else I have to do as a teacher. We don't have an ESL specialist or a school counselor, it's just me and the other grade level teacher. <br><br>I feel terrible for my special needs students. I can tell they're suffering and I'm not doing enough to help them. What can I do?
