When it comes to sex why do people talk about being ‘up for it’ when they get turn?down

I understand it can be hurtful to be rejected by a romantic partner. But when it comes to sex it’s ok to not be in the mood. Having sex when you’re not turned on is so boring and it can be painful. Why can’t people talk about their lack of interest in sex with a partner without them throwing a tantrum?
