Fatal app to piss off my neighbors

So I currently have a neighbor that's been very aggressive and highly sectarian. He's also very loud, plays music very loud, has a very loud laugh, smokes and even very loud and highly sectarian when he talks on the phone. I've talked to him and he laughed in my face and said that he'll play his music even louder and had the audacity to play loud music outside of his home. So I wanted to piss him off and I thought about an app that will play very loud music outside of his home but I assumed that I could very well get in trouble with that. I wanted to see what kind of ideas the people on Chambers would come up with.
