How would you redesign the USA?

Inspired by an old chambers post. <br><br>The prompt is to hypothetically reform the United States from scratch. Consider the following:<br><br>- Number and shape of the states<br>- The political structure and the role of the different branches of government <br>- Any additional branches of government <br>- If the USA should be a federation or a unitary state <br>- Any changes you think are beneficial for the nation<br><br>You can be as serious or as outrageous as you want. The goal is to have fun and discuss the strengths and weaknesses of different political models.<br><br>I personally believe that the best system is a federal parliamentary republic. I don't like the current winner takes all system because I think it often leads to an underrepresentation of minorities, since parties are incentivized to appease their political base rather than moderates, which I think leads to more polarization. Parliamentary republics don't have the same issues because of proportional representation. I am American though, so I don't know much about how PR functions in other countries.<br><br>I don't see why we need the Senate since all it does is allow states to override the popular will, which I see as inherently undemocratic, which is why I think the USA should be a unitary state. Besides, if states feel strongly about something they can always nullify federal laws. I would also allow states to unilaterally amend the Constitution. I would also replace the Senate with a Council of Governors, where each governor of each state would have 1 vote, and they would also have the ability to override the Congress and the POTUS, but they would also have to answer to Congress and the POTUS. I would also give the Supreme Court the ability to overturn laws passed by the Council of Governors.<br><br>I would also replace the House with the proportionally elected lower house, with the number of representatives proportional to the population of the states. I would also replace the POTUS with the Chancellor, who would be the head of government and not the head of state (the head of state would be the President, who would be elected by the Council of Governors and would be equivalent to the German President). I would also give the Chancellor the ability to appoint the Cabinet, subject to a vote of confidence by the lower house. I would also give the Chancellor the ability to dissolve the lower house and call new elections, subject to a two thirds majority in both the lower house and the Council of Governors. I would also give Congress the ability to remove the Chancellor and the Cabinet in a vote of no confidence. I would also give the President the ability to remove the Chancellor, but only with the approval of the Council of Governors and Congress.<br><br>I would divide the country in 20 states, each containing 5% of the population. I would also divide the country into 4 regions: the Northeast, which would be composed of New England, the Mid Atlantic, and the South Atlantic, the Midwest, the Southwest, and the West Coast. I would also create 4 regional capitals, one for each region, and 5 municipal areas, one for each state. I would also give the states, regions, and municipalities the ability to nullify or override federal laws, subject to a two-thirds majority. I would also give the states the ability to unilaterally amend the Constitution, subject to a two-thirds majority. I would also give the regions and municipalities the ability to amend the Constitution, subject to the approval of Congress, the Council of Governors, the President, and the Chancellor.<br><br>I would also create a fifth branch of government, the Citizen's Assembly, which would be composed of citizens who would be chosen at random to serve a one-year term. I would give the Citizen's Assembly the ability to propose laws, subject to a two-thirds majority, and the ability to remove the Chancellor and the Cabinet, subject to a two-thirds majority. I would also give the Citizen's Assembly the ability to amend the Constitution, subject to the approval of Congress, the Council of Governors, the President, the Chancellor, the regions, the states, and the municipalities.<br><br>I would also create a new national holiday, Constitution Day, which would be celebrated on September 17th every year. I would also create a new national anthem, "The Battle Hymn of the Republic". I would also create a new motto, "E Pluribus Unum", and a new nickname, "The United States of America".<br><br>I would also reform the Census to be a rolling Census, where different parts of the country would be enumerated every 5 years, and the results would be extrapolated to reflect the population of the whole country. The decennial Census would only be used to validate the results of the rolling Census.<br><br>Finally, I would rename the nation to "The United States of America", and move the capital to Philadelphia.<br><br>So, what do you think?
