Will there be “Singularity” if only 1% of the population is AI literate?

Singularity is discussed as the point in time when AI will surpass human “intelligence” and innovations will accelerate exponentially. But, is it possible to have a Singularity if we don’t have enough people who can build on the new technologies that AI brings?
