How did the US get into the situation of today with police brutality and racism?

Hello. I've been following the news of the George Floyd protests and I saw those videos of police abuse and can't understand how they think they can get away with this kind of abuse. The US always painted itself as the leader of freedom and liberty and champion of human rights. How did it get into this situation?
