"Democracy is the Road to Socialism": This is literally a CCP slogan from the 80s, right?

I must have missed something when asking them about their apartment system, but since I didn't see it anywhere else I'll just put it here: is the title a CCP slogan, or was it just a mix of English words that happened to sound like Comrade Deng?
