Is it illegal for a guy to not know that they have fathered a child?

The question may sound strange, but that's because it is. I saw a documentary on youtube a few months ago where a couple of men said that they learned many years later that they have fathered a child. Apparently it is illegal in some states for a male not to know that they have fathered a child.
