CMV: The most popular candidate should always be elected

I don't know if this is a crazy idea or not, but I just want the most popular candidate to be elected. Candidates often make false promises and lie about their interests, yet people still vote for them. People always complain about the government, even though they vote for them. The most popular candidate will always be chosen, and there will be less room for politicians to lie and swindle people into voting for them.
