Legalise the settlement of land

There is a whole huge town in the kuril islands that is owned by the Russian army, that not a single civilian can move into. But the army does not use it either. It's just abandoned.<br><br>The kuril islands are a border region where everyone who lives there should get a plot of 10 thousand square yards to farm, and 10,000 square yards to build their house, for free.
