How do I know if someone is being serious or prank calling 911?

I have had situations where I thought I was being pranked with the cops but someone called and ended up being a neighbor or they were just getting back at me. This one time I called the cops on my neighbor and I wanted to make sure they weren't pranking me instead of a real person.
