What are the most effective policies to achieve very low child poverty?

I am not going to explain why I am worried about this, I just am. Some countries have achieved very low child poverty. Looking here, I see that Finland and Norway have both achieved a very low 1.1% child poverty rate. <br><br>What policies have they put in place to achieve such low rates of child poverty?
