What's the purpose of the fake Japanese translations?

I often see them in the beginning of a episode or somewhere in an anime. I've often seen them in the anime SHAFT has made, but I've also see them in other animes. I feel like they don't even translate into anything in Japanese often. It feels like just randomly putting some random kanji in there.
