Lithuanians are so dumb that they think the same government employee gets paid double if they work in two government enterprises at the same time.

They are creating random government enterprises and giving people some portfolio or even director position and paying them for it. Essentially creating a job they don't need or have no intention of giving work and paying them for it. Essentially corruption. <br><br>Essentially the government enterprise has two employees, the portfolio holder or director who has no work to do, and another government employee who does the actual work and gets paid only the normal salary.
