I stole a cupcake from Walmart and was asked to pay by the security guard because he didn't feel like calling the police. Is this common?

I stole a cupcake from Walmart by hiding it in my pocket. I was stopped by a security guard outside of the Walmart and I honestly thought I was going to jail for the first time in my life.<br><br>The security guard looked frustrated and kind of annoyed when he asked me if I was willing to pay for the cupcake. I told him I didn't have my wallet on me and he told me to go back in the Walmart and buy the cupcake. He said if I didn't buy the cupcake, he would have to call the police and have me arrested. I agreed to go buy the cupcake.<br><br>After purchasing the cupcake, I came back to the security guard and he let me go on my way. I asked him why he didn't call the police and he told me that he didn't feel like filing out the paperwork.<br><br>Is this common for shoplifters to just be asked to pay for what they stole? I've never heard of this in my life.
