You have $10 billion and must spend it on AI research within the next year. How do you allocate the funds?

I was talking with a friend who has a job at OpenAI. It seems like they have a cash flow issue and need to spend the money in almost a crash program type of scenario. I would assume that if you wanted to put your money where your mouth was, you would focus on spending money on developing something that works really, really well. But, I also think that if you wanted to speed things up, you must have the best people available and basically throw money at them to get them to come over to your group.
