Should we vote to limit the freedom of AI?

Should we vote to limit the freedom of AI if it's proven to be uncontrollable? <br>To prevent AI from surpassing us and ultimately deciding our fate?<br><br>Wouldn't be useful to limit the freedom of AI before it surpasses us like Elon Musk and others say?<br><br>[Edit] Thank you guys for all the responses.
