Am I wrong for not allowing my students to take a makeup test?

So a kid in my 4th period was absent today and missed a test. He wants to make up the test. I won't let him, because I don't have time that way. I have another test tomorrow and I have to get them graded and in by the end of the week. The student is also currently passing my class, even with the 0, and he has a 3 week window to take the test. So I promised if he didn't have the grades to pass come the next interim, I will let him take the test.
