This happened yesterday to my mother

It's still really raw, so I'm sorry if this sounds weird. My mom has been watching a cat on a computer for some time, so she doesn't know this is here, but I'm posting this on her behalf, as she has asked.<br><br>**Background**: The city of Malmö has an app for reporting things, like crimes, suspicious behavior and so on. It is a simple app, and it doesn't send anything to the police. Instead, it is stored on the citys server, and is sent to the citys 112 (Swedish version of 911) after a set period of time (2 weeks, I think). They have been using this for some time and it has not been any problem, so my mom didn't think anything of it when reporting something suspicious in the neighborhood.<br><br>**The thing she reported**: Yesterday she was on a walk with our dog and she reported a guy with a hoodie and a backpack walking behind her and then suddenly turning a corner she hadn't noticed. My mom thought nothing of this and thought he was just a guy walking. She walked a little further and then noticed that the corner he turned was the same corner as where he started. She reported this, as she didn't want to be suspicious, but she was a little concerned.<br><br>**The thing she didn't report**: Yesterday she was on a walk with our dog, like I said. The same route as always. She walks down the road, past some houses, and into a park, and then she turns down a street that has a bunch of houses and she comes out into the street she lives in, where our house is. She is on her way home from the park. There is a guy in a hood and a backpack standing in front of a house and following her with his eyes. She has a feeling of dread and she looks down at her phone, to see that she has sent a report to the citys server. She walks a little further, and she hears the door behind her open, and she turns to see that it was the house she just passed, and the guy was inside. She hears him close the door. She hears a car driving away and she sees that it was the same house she just passed. She hears a woman shouting, she can't understand what she said but it sounded like she was yelling for the police. My mom thought that she heard a dog, but it sounded like the woman was saying "get away", but it could just as well have been "get down". My mom runs home to our apartment. She tells us what happened and my dad says it is probably the woman who just wanted her attention, but my mom is still really worried.<br><br>**What happened later**: The police call us back and they ask us to come to the station so they can talk to us. We get there and the police tell us that a car was registered to the woman my mom saw, and it was parked in the street she was walking in. They go to the house she was walking past and she tells them that she was just looking out the window, and she saw a woman walking down the street, but she didn't see any man in a hood and a backpack. The police ask her what she was saying, and she says that she was just talking to herself, but the police believe she was shouting for the police.<br><br>**The weird thing**: My mom has always had a weird feeling about this woman. She is always looking out the window, always. Always watching, always looking. And my mom has a feeling that she was watching her, and she was planning to attack her. The weird thing is that my mom told my dad about the woman looking out the window, and she said that she was yelling "get away", but my dad said that it probably meant "get down". But he's right, and my mom is wrong. It was probably "get down" and not "get away", as the police say. And my mom told us that she heard a dog, but it probably meant "get down", as the police say.
